Preventing accidental oil spills and development of oil pollution abatement services in St. Petersburg

Objective

As the Baltic Sea Joint Environmental Action Programme recognises oil pollution as a threat to Baltic marine life, the project aims at decreasing the amount of petroleum hydrocarbons entering the Baltic Sea from the territory of St. Petersburg by strengthening oil pollution abatement services and elaborating regulations for handling oil products in St. Petersburg.

Experts from Hamburg and Aarhus will assess the technical and training needs of St. Petersburg in the field of oil pollution abatement. Used but usable, donated equipment for combatting oil spills will be transported from Western European harbour cities to St. Petersburg: in particular, the Cities of Hamburg, Aalborg, and Le Havre have agreed to provide St. Petersburg respectively with booms, a skimmer and pumps, totalling a value of 67500 ECU after a 50% depreciation rate. The employees of St. Petersburg's oil pollution abatement services will receive intensive training from international experts on handling and maintaining the equipment. Experts from the city administrations of Hamburg and Aarhus will then consult their colleages in St. Petersburg on improving the cooperation with the local oil spill abatement services, on establishing emergency response systems, and finding ways of financing the services (polluter pays principle). Legal experts from the two Western European cities will advise St. Petersburg on elaborating regulations for enterprises storing and transporting oil products to reduce the number of oil spills in the future.
