Objective
The rationalisation and optimisation of healthcare systems is an important priority within health policies across Europe. This rationalisation is occurring within a period of hospital reform, where dynamic management and innovative human resource management methods are being integrated.
This project aims to define and test prior actions and methods that will be used to ease this process of transition for hospital staff management.
To determine the strategy for change, it will be essential to first assess available human resources. The next step will be to come up with a general and sector-based training plan in order to make hospital actors aware of human resource management, including provisional job and skill management. To demonstrate the feasibility and relevance of the project, it will be necessary to carry out an experiment using a pilot GPRH (provisional human resource management) process. This, in turn, will constitute the basis of a research project on appropriate modes of organising change management. This project will end with the creation of a guide on changes in the public hospital sector. Results will be distributed through the hospital structures of partner countries. A European colloquium on managing change in the hospital sector may also be organised.
Impact
This project will be a link in the chain of European co-operation between hospital structures, which are traditionally quite insular.
