Objetivo
This project aims at improving the sensitiveness of primary health care providers in Europe to patients needs and demands. This is achieved by developing an internationally standardised outcome instrument for measuring patient evaluations of the quality of general practice care. This instrument is needed for making international comparisons to identify quality problems related to different health care systems and primary care delivery.
A Task Force with participants from 7 European countries is involved in the development of this instrument since 1993. This project will contribute to the quality of life and satisfaction of patients in primary health care in Europe. The insights provided by the study can be used for education and training of health care professionals in order to improve their responsiveness to patients needs and demands. In addition, using the insights health care system reforms can be guided and scarce resources can be applied more effectively and more efficiently.
The project comprises three interrelated parts:
(1) A priorities study (month 1-8), in which patients needs and demands concerning general practice care are documented and compared, and indicators for the quality of general practice care are selected that reflect patients priorities.
(2) A validation study (month 9-20), in which an internationally standardised instrument for patient evaluations of general practice care is developed, using the indicators selected in the priorities study.
(3) An international comparison study (month 21-36), in which the standardised instrument for patient evaluations concerning general practice care is applied in different European countries and quality problems related to specific aspects of health care systems and primary care delivery are identified.
To support these studies a literature data-base for patient evaluation studies and instruments will be established during the different stages. Results of the studies will be documented in reports and papers at the end of each period. In addition, at the end of the project an international invitational conference will be organised aiming at the large scale implementation of the instrument among key-persons in general practice in Europe.
