Standards on nitrate in the European Community: processes of change in policy instruments and agriculture

Objective



The objectives of the additional proposal are twofold. It first is to study present linkages among agricultural practice and nitrate in water in Central and Eastern Europe. Agricultural Policy, farming structure and the use of inputs are likely to be important phenomena in this respect. Mineral inputs and mineral surpluses are identified at regional and farm level.
The second objective of the study is to examine future changes of nitrate in water in response to the transformation of agriculture. This includes an assessment on the adjustments which might be required in the agricultural sector in the countries considered in order to meeting standards of nitrate in water. The transformation of agriculture in Central and Eastern Europe reflect changes in market and price policy, the trend towards privatization of agriculture and the inclusion of environmental quality standards on the environment in the years to come. The spatial focus of the additional proposal is on Slovakia, Bulgaria, poland, Slovenia and Albania.
