To establish and maintain a network of seismological institutions
among the ten participating member states with the capability of
exchanging raw data within, at most, one working day of the
occurrence of an earthquake deemed to be of significance to any
one of the participants.
Agreement will be reached on what constitutes a "significant
earthquake" for the purpose of triggering an immediate despatch
of information by telefax.
The newly-developed European Automatic Data Request Manager (a
software package) will be installed in each participants
computing system. Procedures and training will be supplied to
enable its widespread use.
Standardisation of formats for data exchange will be examined and
at least one of the standard exchange formats will be made
available at each of the participants laboratories and will be
used for digital seismic waveform data exchange for significant
earthquakes (particularly those in border regions).
Efforts will be made to obtain approval for continuous data
transmission by radio or telephone line across borders and where
that aim is frustrated to seek exchange in as near real--time as
possible through computer linkages.
