Optimisation of complex situations: towards an integrated radiological risk management

This study should D- no iørn-ae-iOhnanO-n8-asnad-Or- the consideration of introducing differences in the allocation of protection and safety resources according to the exposure situations is still a matter of debate. In this perspective, the objective of the project will be to look at this situation more carefully in view 1) to better understand the rationale for these differences and 2) to envisage the development of a coherent valuation scheme for supporting decision-aiding processes related to radiological risk management. Thus, the objectives of the project will be to:
1. Identify and characterise the main exposure situations to be addressed separately in the radiological risk management process.
2. To analyse the interrelationship between these various situations in the perspective of an integrated risk management approach and particularly the risk transfer dimensions.
3. To identify factors and values that can explain and justify differences in resources allocation for the various exposure situations.
4. To explore the relevance of concepts and methods developed in economics to deal with the various dimensions characterising the exposure situations. 5. To develop a valuation scheme for integrating social and ethical issues in the radiological risk management.
Beyond the management of exposures related to normal operation conditions which is now well established, there is a need to integrate within the optimisation procedures considerations related to the other exposure situations. This project will be focused on the completion and the extension of the scheme for the monetary valuation of the man-sievert in order to cope with the various exposure situations as mentioned by ICRP. For this purpose, further developments will deal with equity considerations (risk transfer, contingent valuation approach) and particular attention will be given to the situations related to potential exposures (perceived probabilities) and exposures to be received by future generations (methods to deal with uncertainty and ethical considerations). Furthermore, an annual seminar will be organized, involving about 20 decision makers concerned with the radiological risk management from different European countries.
The objectives of the seminars will be to test the validity of the research and to point out the needs for further methodological developments and favour the emergence of a "risk culture".
For this purpose, each year, specific topics of the research will be presented by the partners and the contributions and the discussions of each seminar will be published in a report. As far as all the topics to be analysed within this project will involve academic researches, there is a need to go further in order to test and provide recommendations and methods for the practical implementations for the management of these exposure situations. In this respect, the annual seminars with the decision makers will also contain presentations and discussions of practical implementations of the researches. By the end of the project, a synthesis of these recommendations will be provided in order to propose tools and methods whenever it will be possible and proposals for further researches.
