The education of the youth as an initial state on the labour market - calendar time effects and cousality directions on the observed following transitions

Research objectives and content
The research is focused on the analysis of the relations existing between the durations in the schooling system and duration spent in other states of the labour market like, for instance, unemployment, work, stage. These relations will be studied for a particular category of people: the youth This will be done via duration and transition models. In this kind of models, applied mostly in the analysis of event histories, the dependent variable is the duration spent by an individual in a given spell and this duration is explained by various individual and sociological features. A key concept in this framework is represented by the hazard function whose economic meaning is the probability of leaving a given state. Among the explanatory variables we will consider calendar time that seems to be able to affect in a strong manner young people behaviour on the labor market We will then ask if the level of education attained affects in a sistematic way either the probability to find a job, or the probability to keep a job or moreover the probability to exit towards another state. Using this framework we wish to study causality (cf. Granger causality) between for instance durations in unemployment and durations in the schooling system. In the empirical analysis we will make use of the data collected by INSEE in the Enqujte Emploi 1990-1992 and in the Module Jeunes 1992. Training content (objective, benefit and expected impact)
The evidence found in most of the literature exploring youth labour market problems indicates that the individuals' level of education is very important; in particular the more educated is people, the less their unemployment spells will last. According to this we may ask if the length of schooling cause the length of the duration. for instance in unemployment. This research may be considered interesting for its practical implications (it is focused on the youth and on education). as well from a methodological point of view: it would allow to create a link between the literature on transition and duration models and time-series models by means of the use of the concept of causality. Moreover one of the target of the European Union is to create a Social Europe and not not only to create a Monetary and Economic Union This means to direct efforts to reduce disparities between the countries that are members of the Union acting both on the labour market and on the initial formation of individuals In this respect I think that is very useful to study causal l relations between education and unemployment duration.
