Objective
Description of various employee relations approaches towards developing a learning organisation culture/climate within a voluntary industrial relations system. The purpose of this case study is to relate the various attemps of one pharmaceutical manufacturing company to change to a culture/climate in which continuous improvement could take place. A culture/climate of continuous improvement also requires a climate of continuous learning and training.
MAIN DOMAIN OF INNOVATION:
Methodologies for the planning and management of training in the framework of human resource development. An enabling agreement with workers representatives allows the introduction of new training initiatives in quality and equality.
TARGET GROUP(S):
People at work. Initiatives described are to bring about the cultural climate change and the development of employee attitudes required.
OPERATING CONTEXT:
Competitiveness. Productivity improvement. Industrial restructuring. Continuous improvement is essential if the company is to remain competitive in the 1990's.

Information and communication technologies. Development of a company communications system is intended outcome of this project.

Training consortia. Partnership with employers associations, trade unions, joint bodies.
INVOLVEMENT OF SOCIAL PARTNERS:
Joint social partnership steering and advisory groups, within the enterprise.
RESULTS:
Transferable models and concepts. Initially joint programmes with Trade Unions on non-ecomomic issues such as equality and communications training.
