e-Europe Awards for Innovation in e-Government

Objective

The overall goal of the project is to launch and organise the "e-Europe Awards for Innovation in e-Government" for the years 2002, 2003 and 2004, making it a driving force in the identification and promotion of excellence and creativity in the public sector within an enlarged European Union. The Awards scheme will be closely related to the e-Europe initiative. Through an annual Awards competition, the project aims to highlight, disseminate and promote the efforts made by European national, regional and local administrations in using ICT to improve the quality and accessibility of their public services and to support the mutual recognition and adoption of best practices. By offering recognition, the Awards will provide concrete evidence that governments can improve the quality of life for citizens and increase public trust in governments. The Awards ceremony could take place at the fringe of the annual IST conference.

Objectives:
The purpose of this project is to launch, coordinate and organise the annual "e- Europe Awards for Innovation in e-Governments" for the years 2002-2005. The overall aim is to draw attention to and recognise exemplary practices in government and to provide a platform where public-sector innovators can disseminate their achievements. Hence, the objectives of the project are: firstly, to establish Awards for innovation in e-government which are recognised by public administrations as well as the public in general; secondly, to establish a forum for dissemination of best practices via various channels, in particular electronic means, publications, and activities aimed at disseminating information.

Work description:
The Awards will be in line with the goals and priorities of the e- Europe + Action Plans. To be amongst the Awards winners, an administration will need to demonstrate that it has taken a fresh and innovative approach to a problem of concern to a significant number of people, and that it has made profound improvements in the services it offers to the public.

The Awards will seek to highlight exemplary practices in government that:
a) tap into the creativity of frontline employees, via changes in work design and supervision;
b) reshape organisational culture in profound ways that improve public performance;
c) implement significant policy innovation;
d) exemplify multi-agency, intergovernmental or public/private collaboration;
e) demonstrate effectiveness in performance-based management. EIPA would provide the neutral platform for the organisation and smooth running of the Awards scheme.

The Awards will cover government departments at all levels - central, regional, and local - within the EU Members States and the Accession Countries. Each year EIPA will recommend specific policy areas to the European Commission as Award themes, such as general e-government services, healthcare, transport, education, environment etc. A Jury (Committee of Evaluators), i.e. eminent independent personalities in the relevant subject area, will evaluate and rank the societal application projects according to criteria specified in detail by EIPA and an Advisory Expert Group (AEG). EIPA will present its conclusion on the selection of the annual Award winners to the European Commission. The awards ceremony will take place alongside the annual IST conference. Various means and channels will be used to raise awareness of and disseminate the results of the annual Awards competition and selected best practices.

Milestones:
1. Setting up of the Awards scheme management structure and making it fully operational;
2. Identifying the Awards themes for the year, reaching the highest number of potential applicants and achieving high response rate;
3. Carrying out a high quality evaluation and rating of applicants according to the selection criteria;
4. 0rganising together with the EC the e-Europe Awards ceremony;
5. Disseminating results;
6. Fulfilling all the tasks in full transparency and accordance with the rules of the EC.
