Objective
Harmonising rules and regulations for the new ERTMS control-command system in nominal and degraded situations;
Easing a fair competition by fixing common level of safety, particularly for degraded situations (by applying a common risk analysis method);
Facilitate the transition period between existing control-command systems and ERTMS and identify legal obstacles to the harmonisation;
Opening to all the European railways, involved or hoping to be involved in ERTMS, the results of this project by establishing prestandardised sets of rules and regulations in regard with each operating situation.
The general approach of these complex tasks will remain very practical and closely linked with actual operating situations.

the determination of the new ERTMS rules and regulations, especially for the driver and the signalman;
the ways to harmonise rules and regulations during the transition period;
the study of safety problems related to rules and regulations;
the tests of the results;
the writing of prestandards and their dissemination.
The major networks dealing with ERTMS projects are involved very early in the conception of rules and regulations in order to obtain a common agreement on them.
The new procedures will be experimented on the three ERTMS test sites (F, IT, D).

The HEROE project has a strong link with the ERTMS control-command project, completing the ERTMS technical interoperability by setting the framework of the operational interoperability. As for drawing up safety rules and regulations the human aspects cannot be ignored, the HEROE project will have some interactive work with the HUSARE project.
