Objective
To develop a computer-based tool to analyse the consumption of energy in buildings and the opportunities for energy savings.

To demonstrate a low-cost method to inform houseowners of their possibilities for energy-savings, by using the computer tool, among other things.
Based on the European Commission's "Proposal for a Council Directive aiming at limiting carbon dioxide emissions and improving energy efficiency", and the Targeting and Monitoring Area of the SAVE programme, Nordlicht proposes that a computer-based tool be developed and tested to analyse the consumption of energy in buildings and the opportunities for energy savings.
Using the tool
The analyses tool will be used in fields where the authorities have decided to make an effort to reduce energy consumption. In actual fact the tool has been used in the Brundtland towns of Bredstedt in Germany and Toftlund in Denmark, and will be used in the municipations of Mon and Ringsted in Denmark in 1994.
Brundtlandtowns of Toftlund and Bredstedt.
In the last two years we have worked in the two Brundtlandtowns, Toftlund in Denmark and Bredstedt in Germany in order to convince the houseowners in carrying through a large number of energy savings measures in singel family-houses (900 in each city). In the last 12 months we have carried through energy savings measures in more than 15% of all singel family-houses in Toftlund, and a little less in Bredstedt Germany. This project is supported by the Thermie-program.
Based these experience, among others, the tool has been developed to improve our information and organisation system, and to make it less expensive.
A municipal and a district heating company as organisator of energy saving campaigns in houses.
In 1994 the tool will be used in two campaigns with 1000 and 1500 pensioner-participants. Behind the first campaign is a municipal (Mon) and the second a district heating company (Ringsted municipal).
Based on information on size, year of building and energy consumption, the buildings will be given an energy-certificate so that the energy consumption may be compared with the consumption in other buildings of a similar nature. This energy certificate will also show the possibility of energy savings-measures in drawings.
