Objective
Expansion of the municipal natural gas supply system and the district heating network with the strategic tool of IRP development and tests with new methodological tools for future (year 2000) LCP/DSM concepts and the successful implementation and realisation with minimised investments risks.

The municipal body of Kassel, responsible for energy services and gas supply/district heating. The Stadtische Werke Ag and its subsidiary the Kasseler Fernwarme (district heating) gmbh pursuing a supply system, based on gas and heat to expand their business from 51% (1991) on the local energy market to 80-90% (by 2010) to reduce CO2-emissions and to introduce district heating in commercial and residential buildings.
IRP seems to be the appropriate and best method and tool to achieve these aims and targets. LCP and DSM are integrative parts of this strategy (direct heat service and local heat supply). This pilot project aims to a better performance in contracts with utilities, users of energy services and suppliers of gas and equipments (process heat and heat for buildings) to ensure proper use of energy and vigorous energy savings and efficiency measures. This pilot project is considered as incentive and model for many other cities and Stadtwerke.
