Objective
The completion of the project, besides improving the operators managerial capacities (since they are going to participate in its realization), will also provide the following outputs:
a) reference job description for energy managers of the 5 suggested sectors;
b) programmes and didactical material for training and specialisation courses;
c) data, proposals and evaluations available for the ministry of industry andd for the public administrations, to facilitate the issue of appropriate decrees and operational ordinances concerning the energy managers ' role and their activities. This should reinforce the basic legislation already being applied.
In Italy the law 10/91 imposed to large energy consumers of industrial and civil sectors, to nominate a person responsible for the rational use of energy; about 3000 responsibles were nominated in 1994.FIRE was charged since 1992 from the ministry of industry of the support activities for the implementation of this law relating to energy managers.Obstacles were encountered mainly in the service sectors due to the resistance to proposal of priority to energy interventions and to include this new promoting figure inside highly structurated organisations. Aim of FIRE programme is to create training courses which will give to participating managers a comprehensive knowledge. The final intention is to create a synergy between the technical - professional cognitions of the horizontal kind and the increasing attention to management skills.
The training course will be addressed to a few specific economical areas; in particular within the tertiary sector. The criteria for the selection was based on : - the entity of energy consumption; - the potential improvement of energetic efficiency; - the existence of established groups of motivated energy managers; - the easy diffusion of the results; - the direct impact on general public.
Five sectors were selected on the basis of their relevance and dissemination capacities: 1) municipal administrations 2) health service and hospitals 3) municipal transport companies 4) municipal waste disposal 5) large commercial centres
The work programme is divided into the following phases:
1) identification of the most involved energy managers working in each of the selected sectors, and programme presentation;
2) the establishment of work groups together with experts in energy technology;
3) identification of the organizational and management problems that can be encountered in the selected sectors;
4) study and elaboration of proposals with assistance of external proposers
5) evaluation of the proposals through general meetings organized by energy managers in their specific fields
6) definition of contents + didactical support for integated management + professional courses in each field of interest;
7) definition of guidelines and proposals for the preparation of job descriptions in each sector
8) presentation of the final proposals to ministry of indus. + to associations representing the concerned fields.
The programme implementation is based on working groups with the participation of the most involved energy managers + of external experts.
