Domestic Efficient Lighting

Objective

DELight aims to provide

- The market analysis (both historical and projected) for national and EU market transformation policies for domestic lighting, including luminaires and lamps,
- A more detailed analysis of the market, technology, behaviour and barriers to increased efficiency for three countries in particular, and
- The criteria for an EU Appliance network.

Domestic lighting represents a substantial proportion of electricity use and peak load demand, but is an area which is poorly understood at present. ECU has previously found that UK domestic lighting consumption may have been underestimated by a factor of two (DECADE 1995). Estimates of EU consumption vary between 48 and 100 TWh p.a.
The potential savings are substantial. ECU has previously calculated that it would be economic to reduce consumption by 61% in 2000 compared to a business as usual scenario, and given the short life of lamps, lighting accounts for half the economically justified savings from all appliances in the UK by the year 2000 (DECADE 1995). Domestic lighting is thus a key area for policy intervention, in particular for action at a national level under proposals for Integrated Resource Planning.
The project will draw up a stock model of luminaires (light fittings) and lamps (light bulbs) in the EU domestic sector, and develop a more in-depth study of three countries in particular (UK, Germany and Sweden). The more in-depth studies will include market data, technology and technical potential, usage of lighting (calibrated and validated with known studies of actual measured consumption data with which DECADE is already working), and an understanding of behavioural barriers to technical change (including interviews with both householders and manufacturers). The study will develop policy options for transforming the market for both lighting luminaires and lamps. The project will draw upon and extend the methodologies developed in previous EU-wide SAVE appliance studies undertaken by DECADE, GEA and NOVEM. It will also extend the work previously done on lighting in the commercial sector, in particular by the UK BRE.
The work will be disseminated to manufacturers, consumer organisations, and policy makers at national and EU levels in an interim and final report, following the approach in previous appliance studies.
Part of the aim of the project is to extend the appliance network and for the ECU to establish the criteria for a centre to lead a network under SAVE II to harmonise appliance data collection, develop appropriate methods, and strengthen and support work done by individual member countries.
