Opening up the european Research Area to the Mediterranean Countries

Obiettivo

An analysis of the results of the INCO-Med Programmes shows that a number of participants from Mediterranean Partner Countries enjoyed moderate success from their involvement in these Programmes. Early surveys show that Mediterranean countries would benefit from an improved understanding of the significance, the content and the participation procedures of the EU RTD programmes. The opening up of FP6 and beyond to participants from this region and the willingness of the European Commission to open the European Research Area to the rest of the word makes this lack of understanding a serious obstacle to achieving the desired integration. One reason for the lack of understanding is the absence of a support infrastructure in most of the Mediterranean countries to aid participation in the FP.
In fact only Israel, Turkey, Malta and Cyprus (associated or candidate countries) have such a structure of National Contact Points (NCPs), a structure otherwise lacking among other Mediterranean countries. The proposed project aims specifically to fill this gap by designing and implementing a set of measures for the creation of a fully operational network of Information Points (InPs) in three Mediterranean countries (Morocco, Jordan, and Tunisia) and the further development of an already existing NCP in Turkey. It is envisaged that the results of this project will constitute a valuable benchmarking exercise in the EU's future outreach R&D activities in the Mediterranean region'.
