DEVELOPMENT OF A COMPUTERIZED SYSTEM OF PEST DISTRIBUTION MAPS FOR ORGANISMS OF SIGNIFICANCE FOR PLANT QUARANTINE IN THE EUROPEAN COMMUNITIES (PLANT HEALTH DIRECTIVE 77/93/EEC)

Objectif


The implementation of plant quarantine in Europe, and in particular, the definition of protected zones, has special significance in the diversified agricultural system for which the EC is preparing. Ready access to data on the geographical distribution or organisms that have quarantine significance is important in framing and applying regulations, particularly for the single internal market. Work is underway to develop a computerized system for the preparation of pest distribution maps and to compile data so that maps can be produced for organisms of significance for plant quarantine in the EC.

Preliminary data on geographic distribution of quarantine pests has been complied. Previous data has been enhanced by cross checking against new sources. Questionnaires have been sent to European plant protection services regional plant protection organizations and to countries with developed plant quarantine systems that may be disposed to reply. These include Japan, Australia and New Zealand and replies are being received. The bibliographic database is being systematically searched for each of the pests. Database software has been developed to store and manipulate data on the geographic occurrence of the pests. Mapping software has been evaluated and purchased and is being developed to plot distribution maps by interfacing with the database.

In this project, world-wide data on geographical distribution will be compiled for approximately 250 pest organisms (insects, fungi, bacteria, viruses, nematodes and parasitic plants) identified as having plant quarantine significance for the EC. A database and software system will be developed to present the data in the form of computer-generated maps. The information will be updated over the three-year period of the project, and will be extended as necessary to include additional organisms that acquire quarantine significance during this time.

Compilation of data will be shared between the participants. EPPO will draw on its own records, on the plan protection services of EPPO Member Countries (in the European and Mediterranean region), and on Regional Plant Protection Organizations covering other regions. CABI will draw on bibliographic records including the CAB ABSTRACTS database, and on records in its own and other collections of specimens. CABI will develop the database and mapping software, and will produce the maps.

The data and mapping system are conceived as a step towards the goal of Pest Risk Analysis (PRA) for organisms of quarantine significance. A workshop is planned at which the results will be discussed in this context.
