A FEASIBILITY STUDY INTO DECISION AIDS FOR RANKING ENERGY TECHNOLOGIES.

Objectif

THE FINAL DECISION SUPPORT SYSTEM WITH GRAPHICAL DISPLAY POSSIBILITY WILL ALLOW FOR A MORE RATIONAL BUDGET ALLOCATION ON THE BASIS OF DIVERSES CHARACTERISTICS OF DIFFERENT ENERGY TECHNOLOGIES.

THE USE OF THE TOOL MIGHT, IN THE LONGER TERM, ENABLE ECONOMIC BENEFITS DUE TO THE MORE RATIONAL PLANNING.
The Energy Decision Aid as is stands, is suitable only for its intended purpose of demonstrating the concept of applying numerical aids to the budget allocation procedure. This it does quite successfully. However, only four subprogrammes are included, with only three objectives for the programme as a whole, chosen to illustrate the principle involved.
The guidelines for a new Community framework programme of technological research and development spell out several criteria on which the choice of programmes should be based, including:
facilitating research too large to be done by any single country;
obtaining greater efficiency and lower costs from the sharing of work;
enabling significant results to be obtained for the Community as a whole;
encouraging international exchange and creativity;
attaining critical size in relation to national programmes;
contributing to the implementation of Community policies.
THE DEVELOPMENT AND PRESENTATION OF A DECISION SUPPORT SYSTEM, AND ON THE BASIS OF THIS, AN INVESTIGATION CONCERNING THE ESTABLISHMENT OF A SEMI-AUTOMATIC DECISION TOOL FOR THE PRIORITY RANKING OF ENERGY TECHNOLOGIES IN ORDER TO EASE THE R&D BUDGET ALLOCATION PROCESS.
