PV POWER PLANT FOR TABARCA

Objetivo

To demonstrate the reliability and the usefulness of PV solar power stations under Mediterranean conditions for remote areas (islands) with a real and complex load profile (base, medium and peak loads). It was to be demonstrated, that a solar photovoltaic power plant can supply the electrical energy for a whole island (110 houses) without any other support.
The electricity consumption on the island is much higher than originally foreseen:
much more electric appliances and not of energy saving type; unsymmetric load on the three phases;
no electricity meters are installed (which means: everybody consumes as much as he can, without paying).
As nobody on the island and at the city of Alicante felt responsible for the adequate operation of the pv plant, the system has not given the expected results. Improvements are to come from better energy management. The pv plant continues to operate, with supplementary electricity supplied by three Diesel generators (2 x 300 kVA and 1 x 110 kVA).
Monitoring data for the first two years indicate that the installation was not used in a satisfactory way.
Estimated electricity cost : 4.5 ECU/kWh (1.8 ECU/kWh for replication).
The TABARCA island is located 10 miles from Alicante and houses 48 (winter) to 110 (summer) families; main activities are fishing and tourism. Until now the island has electricity during four hours per day from a central Diesel generator (240 hp), which continues to be used as hybrid energy source.
The complex load profile of the island consumption is to be matched to the two 50 kVA inverters.

Max power tracker : not indicated.
Charge controler : 8 generator groups connected to one DC power cabinet. Control by a DC control cabinet (with its own 24 V supply by DC/DC converter) for battery charging, power and load management, measuring and monitoring, micro computer controlled.
Battery : 220 V. Spanish TUDOR; 110 cells. Type 20 EAN 100
Capacity : 1200 Ah or 264 kWh (100 hr rating).
Inverter : Two 3-phase thyristor inverters,
type AEG G 220 D 400/72/2 RFG-V50, nominal 50 kVA, in step pulse technique in parallel,
self commuting, 220 V input.
OUT : 3x400 V, 50 Hz.
Load description: 110 houses with 3-phase connection for lights, TV, radio and washing machines. The washing machines are switched in three groups with programmed availability at certain times. 10 shops (kiosk) with refrig. and freezers, public roads illumination.
Monitoring : Weather stations; reading seven relevant plant
data. Stored data : (1) Insolation, array plane. (2) amb. temp.(3) module temp. (4) array output energy. (5) energy to and from battery. (6) inverter dc energy. (7) energy to all AC loads.
