RESERVED FLOW EXPLOITATION OF THE LE POUZIN DAM BY MEANS OF SMALL HYDRO INSTALLATION

Objectif

Proposed project consists of a 900 kW hydro plant provided with an Kaplan turbine with speed increaser and asynchronous generator designed for a discharge corresponding to the reserve flow of the Le Pouzin dam of 10 cums under an available head of 11,5 m. The unit is expected to work 355 days per year and its annual production is estimated to be 7,3 GWh. A syphon form intake structure is proposed on a metallic base with a 130 m long buried penstock to the powerhouse. Thus no modification of the existing dam would be necessary finish.
The POUZIN Dam located on the Rhone raises the water level at the entrance to the diversion canal supplying the LOGIS-NEUF hydroelectric power station which is equipped for 192 MW in power.
The whole scheme was put into service in 1960. Compensation water - variable between 10 and 20 m3/s depending on the season, discharged over the dam in order to provide a salubrity flow in the by-passed Rhone, represents a relatively well-guaranteed energy, which is today economically interesting. Thus the installation of the Mini Power Station - M.P.S. makes it possible to recuperate this energy which was originally wasted.
As the project is added to an existing dam, the original siphon water intake avoids any heavy intervention on the existing civil engineering, as well as any compromise site.
Also, this M.P.S. provides greater regularity of the floor which was partly discharged previously via a crest gate on the dam.
From upstream to downstream, the layout diagram is as follows :
* a siphonintake in the reservoir opposite the abutment wall equipped with a screen, together with its auxiliary equipment building,
* a 130 m intake conduit in prefabricated concrete sections with metal plate liners welded,
* the station containing the generator set and its auxiliaries,
* a re-supply conduit providing a salubrity flow of 1 m3/s when the generator is stopped.

increaser with a ratio 2.4
generator, asynchronous 5,500 V 1,058 kW/750 rpm.
* the control valve downstream from the draft tube
* various auxiliary electrical and control command equipment's.
All the operation is automatically, the staff operates in the main power station located far from about 8 km.
From a complete stoppage, i.e. with the conduit and siphon empty, the siphon is started up first by being depressurized, the downstream gate remaining closed. The conduit and the siphon then fill and the opening of the downstream gate drives the rotation set up to the coupling speed.
A normal or temporary stoppage is done solely by closing the downstream valve, the siphon remaining water filled naturally on helped if necessary by the depressurization system.
The generator is stopped automatically on the threshold of power too low corresponding to reduced heads which disturb the turbine. This occurs if there are floods by reduction of the height of the head or if the intake screen is clogged.
The starts-ups/stoppage of the generator associated with the operation of the siphon and the downstream gate are perfectly well performed in compliance with the initial specifications.
The automatic control system carried out by standard relays allows remote control. Faults are taken into account by safety systems which protect the equipment, with remote signal for breakdowns.
