DEMONSTRATION OF A NEW DISTICT HEATING CONCEPT

Objetivo

Optimization of district heating supply :
Reduction of investment costs and operating expenses in the transport line network of district heating distribution as well as operational optimization of generating units, connected with savings of primary energy in heat generation.
After start-up of the control system, in autumn 1992, with the process components for open interconnected operation in heating water district heating supply, any generating operation can be conducted according to economic standards. Trial run of the control system has been successfully completed.
Operational experience gathered in the energy management system of district heating in Kiel now amounts to two years. Central system management with the automated generating stations has so far proved to be quasi problem-free. The results achieved up to now in generating operation optimization are excellent.
The Stadtwerke Kiel AG project to combine the different, separately operated heating water networks in district heating supply, and to utilize the six generating stations in open, hydraulic network compound.
As base-load plant, a coal-fired power station, situated on the eastern shore of Kiel, i.e. the joint Kiel power station, to be retrofitted to cogeneration of power and heat, is to feed heat into the heating water network.
According to a heat supply contract between the owners of GKK, the Preussen Elektra AG and the Stadtwerke Kiel AG, the performance share of the base-load plant is designed to aggregate up to 50% of the planned maximal load. Computation will occur after 15 minutes-average value-performance. The economic main aim : to uphold the heat working share at the highest possible level, in the event of a present base-load performance of 50%.
As peak and stand-by plants serve
- heating station North, a heating station to be newly constructed, being gas/oil-fired. Max. thermal rating of the station is 180 MW;
- heating station West, an existing heating station being gas/oil-fired. Max. thermal rating of the station amounts to 70 MW;
- heating station East, a new-built heating station being gas/oil-fired. Max. thermal rating of the station is 60 MW;
- heating power station Humboldt-street, an existing station being gas/oil-fired. Max. thermal rating of the station aggregates 180 MW. This station is primarily designed for the heat supply of a heating steam network. The heating water power station has a capacity of 50 MW;
- heating station South/garbage incinerator, an existing combination station being oil-fired in the heating station section. For the time being, max. thermal rating of heating station amounts to 30 MV is also primarily designed for heating steam network supply. The heating water power station has been provided for a capacity of 70 MW.
In a new system management conception for heating water networks, district heating supply in Kielis to be operated by modified automatic regulating regimes.
Contrary to known system management concepts, one is to proceed according to the following principles :
- The base-load station will not be operated by sliding temperature difference, but by a constant one. - Arranged peak heating stations are to be located in such a way that between base-load and peak-load station there is as much heat release as they correspond to the output of the base-load station, in the event of heat maximum load.
Both standards together permit a return flow admixture from the peak heating station without heat input in the partial load range, especially around the 50% heat load range. Important advantages are :
- a reduction of primary energy operation.
- In case of transport lines to be newly constructed, cross sections can be considerably reduced. - Existing utilized transport lines can be employed for further connection accesses. - Existing heating stations can be included, in case of suitable localities.
