Obiettivo To demonstrate that wind electricity generation can be economically viable in France and in the French overseas territories (DOM-TOM) given proper site evaluation, life cycle cost analysis and a careful optimization of plant operation and maintenance. To acquire a few years of on-site experience and operating data with wind power plant before further investment in the DOM-TOM, where such development costs are higher than at the present site in France. To provide an industrial end-user with non-polluting wind generated electricity.From a technical standpoint, the present goal is to demonstrate that a large O&M company can profitability run small-size power stations using remote-control. From a financial standpoint, except the CEC financing support, investment will be borne by the proponent using its equity and bank loans.The wind turbines installed on July 19, 1991 behaved satisfactory during the first year of operation. In this period the production was 550000 kWh with an availability of 87%. This performance was 17% more than the initially calculated. The experience acquired during this project in the field if coupling to the grid, servicing and maintenance is considerable and will be precious for future developments.The wind turbine generator is a three-bladed, pitch controlled VESTAS V25-200 kW. It is commercially available. Two asynchronous generators (200 and 30 kW) produce a 50 Hz, 400V current. Electricity is delivered to the french national grid and to a nearby cement works factory.During the test and measurement phase, the overall performance, the availability and reliability of the machine will be assessed. The estimated yield is 50000 kWh/yr. The total cost price per kWh produced is estimated to 0,42 FF while a conventional solution in the DOM-TOM would give at least 0,80 FF/kWh.
