Obiettivo CARE Telematics was designed to demonstrate the ability of telecommunications to improve the efficiency and effectiveness of national administrations with responsibility for health, environmental health, management of natural and human-caused disasters, medical care policy, planning, financing, administration, and service delivery, surveillance and health statistics.CARE established that national administrations with health mandates are an excellent group to demonstrate that future investments by the European Union are justified. The quality of public health decision making is improved by the speed, diversity, flexibility, and user driven design of CARE. Within the area of telematics, CARE's technical architecture has proved to be applicable to any health communications needs, and is also appropriate for other EU agencies and national administrations. The project has demonstrated that telecommunications can provide national health administrations and national schools of public health with the tools to meet the growth demand for service in a period of expanding international competition.CARE is based upon a series of interconnecting pilot projects involving national administrations. CARE's application platform is an Open Systems environment based on X/Open's Portability Guides (XPG3) and on open communications standards including OSI MHS/X.400 and TCP/IP protocols. CARE applications are operated in a LAN and X.25 based European wide network comprising many CARE Network Nodes (CNNs) from multiple vendors offering end user access through dial-up, X.25 and LAN connections. Multiple levels of a CNN have been demonstrated to test intra- and intercountry communications and user acceptability. Two electronic messages (EDI) have been development in the field of Pharmacovigilance, one for urgent messages and the other for individual case reports on adverse drug reactions (proposal for UN/EDIFACT standards MEDphv and MEDADR respectively).
