The major objectives of TECN were to design and implement an open information system for Organ Exchange Organisations (OEO), Registries and Tissue Banks. TECN is a European development which address the communications related problems of transplant facilities and health administrations.
TECN enables:

- The implementation of an effective European organ waiting list for urgent and difficult patients,
- The notification of multiple registrations of patients on more than one national waiting list,
- The registration of pre- and post-transplantation data,
- The provision of interpersonal messaging functions.
The aims of the system are to provide users with information on the need for organs and other transplantable tissues in critical and difficult cases.
Technical Approach

TECN is an information system using a distributed database for the management of problem patients, which provides interpersonal messaging and connections to existing information systems.

The database runs in a user friendly Client Server environment and is linked to an X.400 based communications system which performs automatic remote updates according to pre-defined usage scenarios. TECN provides special functions such as a multiple registrations check, a pan-European waiting list, and clinical matching procedures. It takes full account of security, legal and confidentially requirements.

The system is based on standard components (X.400 X.25 UNIX, Windows, Relational Data Base Management System) and conforms to the ISO 9000 quality standard.
