EVOLUTION OF LAND MOBILE RADIO (INCLUDING PERSONAL) COMMUNICATIONS

Objectif

Several Action objectives were established, within a research programme covering a wide field of land mobile communications aspects, with a major emphasis on personal communications systems. In this respect, the co-operative approach followed by the Action in relationship with other regional and inter-regional bodies was specifically aimed at facilitating the implementation of a smooth transition from the second generation (not compatible) systems to the universal third generation one. According to the objectives, the major goals were to identify the characteristics of radio systems and provide design methods and coverage models for their implementation. For the medium-long-term period, most items concerning future personal systems were examined, as well as broadband applications for services requiring a capacity greater than that of the basic ISDN.

The project was completed on April 1996.

Work planned During 1995-1996, one of the MC's major tasks was the definition of the Technical Annex for the Memorandum of Understanding (MoU) of a New Action, dealing with more specifically with personal communication systems characterised by high transport capacity, high flexibility (bandwidth on demand), capable of accommodating different services in different environments (from macro to picocells) at various bit rates, tailored to the user's specific requirements. The Draft MoU, prepared according the rules approved for use during the CSO meeting in Basel on October 1995, and entitled "Wireless Flexible Personalised Communications" was presented at the 38th TCT meeting in Aveiro (P) in March 1996 and approved ; the New Action was given the number 259. The MoU, amended according to the TCT suggestions was then submitted (in English, French and German versions) to the CSO and approved in the third quarter of 1996. The New Action is expected to start with the launch meeting in Brussels in the first quarter of 1997.
