Pan European Public Procurement OnLine (PEPPOL)

Descripción del proyecto

Enabling EU-wide public eProcurement

eProcurement - Opening doors to cross-border business

Many EU countries use electronic procurement (eProcurement) to make bidding for public sector contracts simpler and more efficient. However, these national solutions have limited communication across borders. PEPPOL will make electronic communication between companies and government bodies possible for all procurement processes in the EU. It will connect existing national systems, crucial for allowing businesses to bid for public sector contracts anywhere in the EU; an important step towards achieving the Single European Market.

eProcurement systems are already functioning in several Member States. However, many public administrations lag behind industry in electronic data exchange with their suppliers. The lack of common standards is a major obstacle for companies - especially small and medium sized businesses (SMEs) - participating in public procurement. PEPPOL will build on current eProcurement activities at national level to allow companies in the EU to communicate electronically with government institutions in other countries for procurement processes.

The pilot project will facilitate the electronic cross border exchange of orders, invoices, and catalogues. It also includes the reuse of company information required for bidding. The mutual recognition of electronic signatures will also be addressed.
A core team of EU Member States are involved in this project in order to ensure that the development of new technologies in different countries does not create new barriers to the Single Market.

Both governments and their suppliers will benefit from more efficient, harmonized electronic procurement and invoicing processes.  It is anticipated that the use of eProcurement will save billions of Euros not only by reducing administrative burden but also by increasing competition and transparency. Taxpayers will ultimately benefit from the increased efficiency of the procurement processes and the savings achieved through better competition.

The objective of the PEPPOL-project is to make it easier for European economic operators, in particular SME's, from one nation to respond to public procurement opportunities from awarding entities in any other state by using EU-wide implemented interoperable eProcurement solutions. The interoperable service solution of the PEPPOL project will be based on functional specifications and consist of a number of operational building blocks supporting the identified business requirements related to cross border use of existing solutions for eSignature, Virtual Company Dossier, eCatalogues, eOrdering and eInvoicing.
The PEPPOL-consortium consists of 19 participants and a number of sub-contractors from 12 different nations representing 9 national administrations. The participants have broad experience and in depth knowledge on electronic public procurement, based on their national or regional solutions in operational or advanced piloting phase that covers the whole value chain of public procurement. To ensure EU-wide dissemination of project results, a reference group have been established for the member states outside the consortium.
The project is organised in 5 functional Work Packages (WP1 to 5) and four horizontal Work Packages (WP6 to 9)WP1: eSignature, coordinated by City of Bremen, GermanyWP2: Virtual Company Dossier, coordinated by University of Koblenz, GermanyWP3: eCatalogues, coordinated by Consip S.p.A ItalyWP4: eOrdering, coordinated by Finansministeriet, (DIGST) DenmarkWP5: eInvoicing, coordinated by DIGST, DenmarkWP6: Project Administration, coordinated by DIFI, NorwayWP7: Awareness, dissemination, consensus building and training, coordinated by PEPPOL.AT AustriaWP8: Solutions architecture, design and validation, coordinated by DIGST, DenmarkWP9 ISU: Implementation support unit for piloting, coordinating pilot activities by UPRC, Greece
