The development and implementation of a conservation model to integrate small water bodies into the planning and management of the agricultural landscape of North West England

A demonstration model for sustaining farm pond landscapes in N W England. The region's remaining farmland ponds (merely a third of those present in the late 19th century) are under threat, especially given accelerated annual loss rates (2%) since 1969. Resulting erosion of the traditional farmed landscape has both visual and ecological consequences, not least because of increasing fragmentation. Existing mechanisms for protection have proved ineffective, despite the growing public concern for environmental improvement. The principal emphasis of this model is placed upon conservation by and within local communities. Groups and individuals will, in a supportive network, be able to draw upon scientific, organisational, and administrative expertise provided by the partners. Local community structures will be strengthened and extended, specifically to involve farmers and landowners in local action partnerships. These local programmes will target pond sites for maintenance, restoration and strategically optimal recreation. For each site, a sustainable management schedule will be instated and monitored. Pond site selection will be made using a locational database in a proven GIS to analyse ecological associations between ponds, soil-types and land-use. The model has several identifiable outputs, (i) over 1,000 ponds created, restored or otherwise saved; (ii) a trained group of pond wardens and local volunteers; (iii) a network for pond information dissemination; (iv) a manual for best practice in pond-landscape sustainability. Available in text and on video, these guidelines will be applicable in other regions of the UK and in cognate areas of the other Member states.
