Integrated mobility services for commuters: ride sharing, parking management, Car-Sharing as a guaranteed-ride-home for ride-sharers and users of public transport; consultancy for employers

Cel

To reduce the amount of commuter cars an integrated demonstration project will be launched: Development of the integrated services, MoVe. Getting public transport and ride-sharing more attractive by flexible use of cars for private purposes or in case of emergencies. Production of software and handbook for work-site based services by the employers. Regulations and initiatives to improve the employers awareness and responsibility of the commuting.

The former attempts to change the commuters modal-split to public-transport and ride-share-arrangements were concentated on the pure home-to-work-trip. That did not match enough the necessities and habits of the employees. The social frame of the worksite has to be used intensively to overcome hesitation in contacting unknown potential ride-share-partners. The activities of the employers should be preorganised and implemented with little financial risk. Obstacles for an engagement of employers found in legislation and administration have to be reduced. New instruments are necessary to enforce work site based activities. This project includes:
Development, test and implementation of the integrated transport-demand-services, MoVe. Integration of ride-matching, service-account for car-pool and van-pool participants, car-sharing, taxi and public transport to a flexible full service. Development of a PC (dos) based software for immediate work site activities in ride-matching and intensive follow up.
Transfer of the project-experiences to a handbook for work site based transport demand management, including: independent implementation of MoVe-Services, parking management, enforcement of bicycling, tax and legal regulations.
Review about existing and research about possible new legislation in the EU to enforce the employers responsibility for their employees commute. According to air-quality regulations.
Integration of the project into the EU-wide discussion via networks (as car-free-cities), cooperation with similar projects and an international conference.
