Environmental challenges for European Port Authorities, soil recycling in European Ports

Objective

1. Gaining experience and know how considering soil recycling in European Ports, 10 ports do actively participate.
2. Execution of two recycling test pilots in the Port of Antwerp and the Port of Rotterdam for information to other ports.
3. Contribution to the ECEPA initiative, which is a platform of European ports, collaborating on environmental issues

It is very difficult for organizations such as sea ports with an intensive use of environmental resources to invest in environmental costs. The results of these investments would mean: loss of competitive position in a strongly competitive market-situation. European collaboration is the only solution to this problem. The ECEPA initiative has achieved contacts and close collaboration between ports on two levels:
- On a political level, leading to a unanimous support for the ECEPA-initiative.
- On a working-level, technical experts of about 20 European ports have gathered several times to discuss several port-related environmental problem areas.

Based on these priorities, the ECEPA project Soil recycling in European ports is being proposed for Life support by 10 European ports. Within the working group Soil a project proposal has been prepared.

In the near future several operational soil recycling projects will be started or stimulated by port authorities. There is a great need for information in order to be able to realize these projects, and above all to realize these projects cost efficient. Information is needed on:
1. technical aspects
2. economical aspects and standards
3. organizational aspects
4. common approach for soil recycling

The plan of approach to acquire this information, experience and know how is by organizing a demonstration programme for the 10 participating ports. Detailed information for the demonstration programme will be supplied by two test pilots, in the Port of Antwerp and the Port of Rotterdam.
