Demonstration project for an integrated environmental protection system based on accounting of the pollution agents

Objetivo

The principle of 'materials accounting', in this case referred to two suitably selected pollution agents, implies organizing the control activities in the form of a strategic 'balance', in order to select and correlate the flow and stock of the elements under examination. These balances are referred to the mass of individual elements independently of their chemical-physical form. This approach implies the observation and monitoring of the flows and stocks of the preselected pollution agents in all the components of the ecosystem (ie, air, water and soil), thereby permitting their effective control. The two pollution agents are selected because they are typical of industrial emissions, for which the selected methodology permits a control of the situation at risk, by virtue of their toxic characteristics.

The aim of the project is to demonstrate the potential of this methodology for:
- the identification of potentially exceptional emissions due to functional defects or delibrate violations;
- the identification of zones and phenomena of anomalous accumulations whilst also sources and inputs, pollutants under examination and unforeseen events;
- the evaluation, on the basis of successive mass balances, of the trend of the state of the ecosystem;
- the forecast, by means of appropriate statistical tests on the latter temporal series, of the characteristic movements of the pollution agents.
The results of the forecast are constituted by the reconstruction of the spatial and temporal evolution of the pollution in the area under examination, correlated with the input and output fluxes, and by identifying the possible causes of alteration of the environmental quality by virtue of the identification of harmful accumulations or emissions.
The project is supported, though without financial resources, by the Province of Rome, interested in this specific initiative and the consequent results.
It should be noted the generality of the selected methodology proposed, both for what regards the preselected pollutants and also the chosen zone, thereby implies its transferability to other inhabited zones by studying the specific measures that should be adopted for each particular locality.

Technical Synthesis of the Project:

The practical application of the methodology of accounting for safeguarding the environment, is based on the identification, in a predefined area and for successive temporal intervals, of the parameters of the so-called equation of balance:
- quantitative ingression of, or internally produced, mass to area
- quantitative emission of mass from area
- mass inventory within area
On the basis of preliminary information regarding the pollution typology emitted in the Colleferro zone, the following materials have been identified, for the implementation of the accounting system:
- sulphur dioxide
- trichlorethan
These pollution agents are specifically associated with the industrial area under examination and are emitted in a quantity sufficient to justify their inclusion in a balance strategy.
Suitable diffusion and transportation models of the preselected pollution agents will be selected, in order to determine the possible tracts and the consequent characteristics of the latter ingressions and emissions, both in their concentrated and diluted forms.
The area of balance will therefore be sub-divided in a rectangle of N sub-areas which identify the points in which an inventory will be carried out for the selected pollution agents. The measurements made within these sub-areas will be conducted by the use of existing fixed monitoring stations or by means of a suitably equipped mobile station. This mobile station will also be used to perform measurements at borders betweeen areas in order to validate and verify the forecasts of ingressions originating in neighbouring zones and of emissions forecasted on the basis of transportation and diffusion models.
In terms of the chemical nature of the pollutants selected and the morphology of the territory under examination, an inventory of measurements will be carried out both in the soil and water.
A central data collection system will manage the execution of the balance of the different materials and also evaluate the results by applying suitable statistical tests. The balance of the pollutants will be conducted, in the first phase of the project, at weekly intervals.
