Contingency environmental management models

Objective

To develop a range of models and programmes for Environmental Management within private manufacturing and service firms, public sector. Local Authorities and other state service providers. Local Authority Management Systems will specifically be associated with their roles under the 1992 Environmental Protection Act.

As a result of the 1992 Environmental Protection act both the private and public sectors will be subject to the control of the new Irish Environmental Protection Agency. Scheduled activities whether operated by the public or private sector will be licensable by the Agency. Sewage treatment plans, landfills and water treatment plants will be subject to criteria and procedures in relation to their management, maintenance, supervison, operation or use.

The agency will be acting to ensure that local Authorities perform their statutory environmental functions adequately and will be promoting the use of environmental audits and Environmental Management Systems by Local Authorities. In addition, the Agency will not be operating a system of integrated pollution control through a system of licensing and enforcement. Implicit in the issuing of these licences to public and private sectors, firms will need to have adequate Environmental Management Systems.

It is recognised that there are a wide range of variables in existence in relation to organisations structure, management style, existing systems, levels of environmental awareness, public, private, profit, not for profit, service, manufacturing to name just a few. The effective Environmental Management System must take into account these variables in its design and introduction to an organisation. Therefore the Environmental Management System is contingent on a wide range of variables. The project will design, and pilot a range of Environmental Management Systems for different situations.
