Environmental Centre for Administration and Technology-Kaliningrad

Objective

The aim of the project is to contribute to the prevention of further environmental problems in the Baltic Sea and the Kaliningrad-region through education and raising public and official awareness and participation within the environmental field of the decision-making processes.

The ECAT-Kaliningrad-team will consist of four Russian and four Eastern European experts. On the basis of legal, administrative and technological analyses, action programs and projects will be designed in tight cooperation with local authorities, enterprises and non-governmental organisation in Kaliningrad.

Seminars, the exchange of experts and the supply of information are some of the additional activities organised to facilitate the transfer of Western European know-how.

The main task of ECAT-Kaliningrad is to function as a consulting body for the City and Regional Administration of Kaliningrad, most of all on the topics of waste water treatment, district heating system, sustainable and environmental sound development of tourism and of environmental policies.

ECAT-Kaliningrad will work on the basic problems that are hindering the change towards the implementation of the Helsinki Conventions and Agreements and towards sustainable development.

The duration of the project will be 3 years and its ultimate success will be ECAT-Kaliningrad's existence and operation in the 4th and subsequent years.
