Objetivo This contains two subproposals from the Central and Eastern European Countries intended to participate in the on-going JOULE II project: "Real-time Plant Diagnostic and Management of Dispersed PV and Battery Grid-connected Systems in Remote Areas." The basic objectives of the on-going JOULE II project are as follows: 1) Design, installation, and evaluation of prototypes of real-time plant diagnostic and control systems for PV plants, and 2) Development of design and operational guidelines and real-time monitoring and plant management techniques for different PV applications. The two subproposals are titled: 1) "A New Architecture of a Real-time Plant Diagnostic and Management," by the Institute of Research in Informatics (ICI), Bucharest, Romania, and 2) "Model-based Reasoning Tool for Real-time Plant Monitoring and Diagnosis," by the Institute Jozef Stefan (IJS), Ljubljana, Slovenia. ICI Proposal is to build a new architecture of a real-time Plant Diagnostics and Management, generalized for renewable energy power plants, and specifically for PV systems. The IJS Proposal is to investigate and develop a model-based reasoning technique that would provide a more general solution with higher degree of flexibility for eventual future system changes. The significant achievements expected are as follows: - The "distributed real-time database" is a new approach for the on-line data acquisition system and the communication system. - The prototype of a computer software for the new monitoring system architecture. This will run on the PC and Profibus Network. - Model-based reasoning tool CLP (R) adds an alternative solution to the existing system diagnostic approach. It enables simulations of selected parts of the target system for sytem fault analysis and diagnosis. - The sequential diagnosis tool will contribute to the selected goals of the project in minimizing troubleshooting and maintenance activities of the system. It will optimize the sequence of tests after fault detection (in terms of minimization of testing time and costs of performing the tests). Both subproposals are complementary and extends the scope of the original project, and have high commercial exploitation potential.
