85 SOLAR EQUIPMENTS WITH TELEMONITORING FOR PRIVATE HOUSES IN FRANCE AND CATALONIA

Cel

The aim of the SOLMI (SOlar in individual Houses) project is to increase the use of solar energy in individual housing in the South of France and in Catalonia.
As a diffusion programme, it will enable to achieve and to follow up 85 solar installations in climatic houses, solar water heater and solar floor water heater.
Three objectives characterise this programme :
* the bringing into service on every installation of a simplified telemonitoring equipment.
* a guarantee for the consumer about the result or the good working of the various installations, relying on the exploitation of the measures.
* a very decentralized support by an existing network of Energy and Environment Information Offices.
In France, achievement of 20 installations
In Catalonia, realization of 17 installations

Advancing of the project :
- tests in situ of a simplified telemonitoring equipment (EnerCom)
- Settle of a user-interface software (COMFIE) to analyse the thermic comfort in the bioclimatic housing by multi-zones calculations.
- decrease of the cost of the solar monitoring in domestic installations.
The 85 installations of the SOLMI programme are characterized by three complementary solar technics :
- passive solar architecture (climatic housing) in 20 habitations.
- individual solar water heater on 45 installations.
- solar floor water heating at low temperature (Direct Solar Floor) on 20 habitations.
It takes place in four European regions, three in the South of France (Languedoc-Roussillon, Midi-Pyrenees, Aquitaine), and one in Spain, Catalonia.
SOLMI is not only an inciting programme : it is characterized by three major innovations in the management and the follow up of that type of programme :
* a highly decentralized support to the conception, the achievement and the follow up of the installations by an existing network of Energy and Environment Information Offices, spread over the concerned regions. So every individual will locally have at his disposal a personalized and permanent contact with an Energy technician working within the framework of that network.
* the bringing into service on every installation of a simplified telemonitoring equipment, at very low cost associated with an automated procedure of processing and analysis of the information transmitted by telecommunication.
* a guarantee for the consumer about the result or the good functioning of the various installations, relying on the exploitation of the measures. Its automation will of course enable the publishing and the dispatching to the consumer of an assessed economic analysis of the results, enabling him to know precisely the performance and the saving made by the installation.
At the end of that programme the technique which consists in combining a monitoring card with an individual solar installation will be confirmed on a very significant number of installations.
That combination generalized either as a basis, or as an option, on every individual solar installation for an initial cost of fitting of about 4% (Climatic housing) to 13% (Individual solar water heater) of thecost of the installation, and for a yearly processing of 3% (Direct solar floor) to 12% (Individual solar water heater) of the savings made by the installation.
The two proposing partners Ri2e and ICAEN will mobilize on that programme all the contributors and technicians they group together :
* technical proficiency (engineering office, designers) in the periods of conception, invitations to tender, technical follow up and analysis (planning department TECSOL et EREN, Technical association GEFOSAT, Architect Michel GERBER...).
* support of the concerned national organisations: Generalita of Catalonia in Spain and Regional Delegations of the Environment and Control of Energy (ADEME) in France.
* mobilization of a network of Energy and Environment Information Offices spread over the regions concerned by this programme. The use of that network will make possible a series of local and personalized actions of the candidatures, follow-up on the ground, promotion of the programme and ofits results.
