Objetivo The aim of the project is to improve energy efficiency within the individual institutions, etc. by increasing the energy conservation and energy efficiency awareness of financial administration staff, technicians and users of buildings, and by effecting a change of behaviour with regard thereto.Denmark has implemented a number of technical energy conservation measures, including insulation and sealing. In addition, computerised heating control systems have been widely established, principally for regulation on a daily and weekly basis. However, only in a very few cases has a formal action plan been formulated for specific energy savings and, very important, for the active involvement of users in efforts to achieve energy efficiency. The approach required is different to that for domestic energy savings, as users do not have the same direct economic interest.In other countries, such as Germany, the problems are slightly different in form but basically the same. Technical energy conservation measures, such as those introduced in Denmark, are relatively unusual in Germany, partly due to low energy prices. This is particularly so in the former German Democratic Republic where the concept of energy efficiency was previously virtually unknown. As a result, the radiators in many buildings -including relatively new housing developments - are not equipped with thermostats. Even where a water-borne heating system is installed, heat regulation is performed by the opening and closing of windows with the radiators full on. Here too it is important to involve users in the process of energy efficiency improvement. The same also applies to for example the U.K.Despite the differences between European countries, the solution model is the same: To persuade financial administration staff, technicians and users to join forces in developing a strategy and action plan to which they feel a commitment and responsibility.The central principle of the training plan is that the staff and users of individual institutions should themselves formulate the specific contents of the energy efficiency improvement plan through inspiration and under expert guidance.Independent groups will be established for the regions represented in the project.In each region, local instructors will be responsible for the practical implementation of seminars and courses.
