Development of a road pricing system for urban mobility regulation

Objetivo

The aims of the project are:
- to develop a procedure and a software to previously evaluate the energetical, environmental and economic impacts caused by the intervention of urban traffic regulations (road pricing);
- to enable a comparison in terms of economic efficiency, environmental quality and social equity, of the interventions of traffic regulation before their implementation, in such a way to support the public manager in urban planning choices;
- to evaluate the applicability and generalization level of the evaluation procedure and of its relative package by a testing of the urban reality of the city of Como.
The project development will deal with a previous evaluation instrument of urban mobility interventions regulation, applicable to a large number of European public administrations, which could have the following advantages:
- traffic congestion reduction in urban areas;
- reduction of atmospheric pollution caused by vehicular traffic;
- obtaining internal revenue useful for future public investments.
The project intends to supply, by means of an integrated informatic package, an instrument which is able to previously evaluate the mobility interventions planned by a public administration. The developed instrument will enable to evaluate the prescriptive interventions on urban mobility with reference to the energetical, environmental and economic benefits that could be achieved also with reference to the social costs. The package will also plan the possibility to compare with each other the different scheduled interventions in such a way to support the public manager in his operational choices. The applicability and generalization possibilities of the package will also be validated in the sample city of Como, which presents some private vehicular traffic regulations needs in
order to reduce the traffic congestion and the atmospheric pollution in the central area.
