Domestic Energy Efficiency and Carbon Dioxide Emissions

Objective

To provide a framework for policy decisions on the reduction of CO2 emissions by developing a model of electricity use by domestic appliances.
The costs and benefits of a range of policy options that reduce CO2 emissions through energy efficient domestic equipment will be identified. An assessment of cultural sensitivity will be included, and an indication given of which measures would be comparably effective throughout the EC.
Using a model of domestic appliance electricity use, a range of policy options which may be applied to complement the EC appliance labelling scheme will be assessed in terms of their impact on CO2 emissions.
The aim against which policies will be assessed is:
to maximise the advantages of appliance labelling whilst considering such other factors as:
* the time-scale for, and size of, CO2 reduction required;
* the level of certainty needed for these reductions;
* the way in which the costs of incentives are to be apportioned between
the various participants;
* the total level of expenditure by government or institutions deemed acceptable;
* if any household type will be disadvantaged.
The E/model developed by the Research Association of Danish Electrical Utilities (DEFU) will be adapted to be applicable to the UK. The model will then be extended, with modules being developed to incorporate additional economic, social and policy parameters.
Throughout the study the model will be compared with others in Europe via discussions with other members of the Group for Efficient Appliances (GEA) to ensure that knowledge is disseminated to, and gained from, other European research groups.
The findings of the project will be presented to an EC study symposium.
