Obiettivo The EURIO project (Energy Environment Modelling in Central and Eastern Europe. RTD Activity for an European Training Centre on Advanced Modelling of policies and Strategies for Energy Technologies, JOU22CT93- 0274) has started to - be a driving force for new technologies coming from EU RTD, - give assistance for RTD strategies, - create a network of training centres world-wide. The goals mentioned above are being prepared during a pilot phase especially by offering a model package and training material for EU energy environment planning tools, open for new generation models. Practical experiences gained in the model transfer or in the model application is necessary to identify the model and training requirements and to build up case studies to be used with the didactic tools to be developed within the EURIO project. Therefore institutes in Bulgaria, Romania, Ukraine and Russia were selected because of their experiences in the field of energy-environment planning and the special requirements to the models' adaptation in these countries (transition to market economy, development of the national price system, budget limitations for hard currency etc.). The model package will be used to quantify effects on the availability and flexibility of conventional and new energy sources, the management of these measures and the control of efficient and clean energy technologies. It gives a quantified basis for,decision on the adaptation and modernisation of the analysed sectors, e. g. cost-efficient, cleaner and more efficient technologies. Moreover, the results can be used to stimulate activities for international innovation processes, technoloqy transfer processes and standard definition processes. The experience from the pilot phase will allow the establishment of regional training centres in Bulgaria, Romania, Ukraine and Russia with a close relation to the coordinating European training organisation.
