Study of new parametric indexes for evaluating the efficacy of the safety system of a steel industry

The current methods for measuring safety (tables showing the frequency and gravity of accidents, the duration of rehabilitation and their overall impact) are well suited to exposing 'where' work is needed to improve safety levels but they don't offer any indications as to 'which' aspects of the safety system should be concentrated on in order to reduce accidents.

The safety system for a steel plant is highly complex, both in terms of prevention (developing working methods that are intrinsically safe, providing information and training for those who work in the field, protective clothing, etc) as well as that which has the specific task of accident prevention.

Until now, accident surveys have been based on two modes of practise: on the one hand, using the current standards in the field of accident prevention in the workplace to highlight the risk element by a process of distinguishing between the level of carelessness and the accident risk factor, and on the other, the selection of epidemiological criteria about the distribution of the accidents in accordance with a set of pre-established variables and the definition of accident risk types during the production cycle.

The research proposed is placed within the framework of the general development programme of the safety system of all the Italian plants within the ILVA group and has the task of establishing parameters which give an immediate indication as to the cause of an accident. These parameters must provide a concise and comprehensive reference for the Information System about the risk of accidents in steel plants. The Information System, which forms a crucial part of ILVA's general safety plan, will be organised in such a way as to make it easy to activate in the event of an accident.

Therefore, these parameters must be of a type that is easily inserted, like input data, into the Information System by its controllers and which readily provides an indication of the accident type. They will be also be the basis on which future, more detailed, analysis of particular areas of interest in safety research will be based.
