Pan european comparison of test regimes for mining safety explosives

The aim is to facilitate the safe use throughout the ECSC of mining explosives manufactured in any member state, by obtaining an up to date comparison of the different classes or groups of safety explosives that are currently available in the community.
This limited study has shown that, although mining safety explosives have been developed separately in the major coal mining countries of Europe to meet their differing needs, ranges and levels of safety in gas are approximately the same. This conclusion is in accord with expectations and supports the basis on which such testing is carried out.
Explosives for use in coal mines have been tested in flammable gas mixtures in a number of ECSC countries for many years. Different test regimes and explosives have been developed in each ECSC country. This means that there will be differences in assessment of the safety of a given explosive composition using the methods of different countries.

In the late 1970s and early 1980s a limited number of comparative tests of safety explosives took place between the Health and Safety Executive in the UK, the organisation that has now in part become The Institut National De L'Environment Industriel et Des Risques in France, and Bergbau Versuchsstrecke which is now part of Deutsche Montan Technologie in Germany. The comparisons were made to determine the relationships between the safety classes or groups of explosives available in each country. The results were not published.

Directors of the research establishments concerned have agreed that these comparisons of test regimes need to be continued and expanded. This is because Spain has now joined the ECSC, and also the security of supply of safety explosives in member states is weakening as a result of general decline in the coal mining industry, and with it the need for safety explosives. Important factors affecting supplies are the possible sudden loss of production facilities in one country due to an incident, and the shut-down of manufacturing facilities because market requirements have drastically reduced.

This project is a precursor to a more comprehensive project to be applied for in 1992. Its objective is to publish reports on the comparisons that have already been carried out because these will act as an important guide for the formulation of the later project, which will include Spain.

The procedure to be adopted is:

(1) Hold a meeting between specialists from the UK, France, and Germany for discussions and decisions concerning the content and format of the detailed reports to be prepared by each country on its own results.

(2) Circulate for consideration and discussion the detailed reports of each country to the others.

(3) Hold a second meeting to discuss and decide upon the format of a final report which will give an overview of the comparison made, and will indicate the nature of the more comprehensive project to be proposed in 1992.
