Environmental studies to provide job exposure information for relating to epidemiological data in the steel industry

Obiettivo

The objectives of the proposed programme of work are as follows:-

(i) To create a job exposure data-base for major departments in the steel industry but with particular reference to blast furnaces. This is to be established so that it may be directly linked to epidemiological studies of mortality and health status being proposed by the Institute of Occupational Medicine and British Steel.
(ii) To cooperate with any other relevant studies being undertaken in the European Steel Industry.
(iii) To ensure that the work is completed in a standardised manner so as to provide reliable data for future epidemiological work, comparison with data from other industries and for inclusion in standard setting exercises.
More than two hundred existing reports of workplace atmospheric monitoring surveys, mainly dating from between 1980 and 1991, have been gathered and organised using a computerised card file system. In addition a number of surveys wee commissioned to fill out the database, particularly for Blast Furnaces. Results from surveys have been allocated to Area Codes used in this epidemiological study.

The data from all personal and relevant static monitoring surveys have been organised into a standard format. A database has been developed to collect all of the personal monitoring data. Statistical analysis has been carried out and figures drawn to show trends.

Based on this data, and on the judgements of occupational hygienists, estimates have been made of long term exposure within each Area Code. The limitations of such a procedure are discussed, and an assessment of variability is made for each estimate. In particular, these estimates do not take account of the reduction of employee exposure achieved by the use of respiratory protection. Special units are used in this report for numeric estimates of exposure to reflect the uncertainties arising from this procedure. The overall approach allows epidemiologists to scrutinise the basis on which classifications have been made.
With the increasing developments within Europe of Directives and Regulations relating to health and worker environment it is becoming more necessary to investigate the health of workers and the conditions in which they work.

The proposed project will involve the collation of existing data, the identification of deficiencies and the development of a comprehensive data base of work place exposure to contaminants. The creation of a job exposure data-base will requires two stages:

(i) The existing body of information will have to be analysed. Results will have been obtained using, in some cases, different sampling techniques, different sampling times and, where carried out, different analytical methods. Furthermore, some of the occupations and departments studied will have changed significantly because of the introduction of new technology. The information will therefore have to be carefully scrutinised in order to extract only those data which are regarded as relevant and valid.
(ii) On completion of (i), there will be a need to cooperate with the medical and epidemiological teams to establish where gaps exist in the occupational exposure data either because of inadequate information on older processes or lack of work completed on newer processes. These will have to be covered by the commissioning of further studies, care being taken to ensure that they are carried out in a standardised manner to enable satisfactory comparison to be made subsequently.
