Integrated multi-medium approach to the measurement of VOCs in the atmosphere and environment of iron and steelmaking plants and allied activities

Ziel

The general objective of the project is to draw up a more detailed design, and validate and apply to the iron and steelmaking environment a standardized multi-medium method for measuring VOCs to meet the needs outlined above.

Many iron and steelmaking and allied plants are typified by the emission of various volatile organic molecules which migrate into the environment (atmosphere, surface and ground water) or are more or less irreversibly fixed (soil and subsoil matrix) and are liable to be transformed by physico-chemical and/or chemical changes.

The most noticeable effects of these molecules are odour nuisances which undoubtedly affect the personnel within the plants concerned (staff) and the general public outside.

Some volatile organic molecules can have a chronic or acute toxic effect on humans and there is no direct relationship between the odour detection threshold and lethal or toxic doses or exposure limit values. Consequently, odorimetry alone is insufficient to evaluate any health risk. This is abundantly illustrated by compilations of odour detection threshold values and acute and chronic risk criteria for a large number of molecules present in industrial atmospheres.

Moreover, any assessment of the impact of nuisance or risk needs to distinguish between emission or transfer fluxes (mobile types) and stocks (quantities immobilized by adsorption on solid matrices: soils, various equipment), which are potential sources of emission at some future time.

Lastly, a purely analytical approach to the identification and determination of the molecules concerned requires the use of heavy and costly equipment (various chromatographic combinations incorporating mass spectroscopy in particular), which can only be used in a laboratory and on a very small number of samples, making it impossible to study patterns of emissions from stocks at short intervals in time or space.

There is therefore a general need for a single standard method of measurement (which can be used simultaneously for mediums as different as the atmosphere, non-water saturated areas and saturated areas of soil and subsoil, industrial equipment and infrastructure, waste dumps). Such a method must:
- be suited to on-site management;
- be capable of continuous or rapid sequential measurement with short response times;
- involve the use of lightweight portable equipment;
- carry out general or selective measurements according to requirements.
