Making waste products inert for the purposes of upgrading or disposal in landfill

Ziel

We believe that it is necessary to examine, in a European context and looking ahead to new regulations concerning the landfill of waste, at stabilization of certain types of industrial waste (which for technical and/or economic reasons cannot be utilized at present). For this purpose we propose to:
- implement physico-chemical processes which have been tried and tested abroad or in Europe in other areas of industry;
- examine inexpensive techniques such as calcium sulphide stabilization;
- examine an innovatory technique such as stabilization using a microwave oven.

The by-products of the iron and steel industry fall into two main categories:
- waste recycled in iron and steelmaking or in other industries; these account for the bulk of production;
- waste which is not utilized because its physico-chemical characteristics make it unsuitable for re-use in industry.

Management of the second type of waste poses technical and economic problems. For reasons related to the protection of the environment, and more especially of ground water, a number of draft regulations on the landfill of waste are in preparation.

The question of stabilizing waste therefore has to be examined from the point of view of either:
1. making it acceptable for landfill where re-use is impossible, or;
2. converting it into some other form by chemical and/or physical process with a view to making it inert, as defined by the EC Directive, and usable for other purposes such as public works.
