Objectif The nations of Eastern Europe are preoccupied with finding solutions for many problems having gained their freedom on the one hand, but having lost economic backing with the collapse of the Soviet Union. The Baltic nations have to cope with these problems more than others, because they are traditional trade nations with low industrialisation. To Latvia it is very important to increase the efficiency of the economy of the Riga region because of the harbour as centre of trade. Prosperity of the harbour is the basis for prosperity of trade, and prosperity of trade means also prosperity of the country. In the foreseen concerted action a co-operation network of scientists and experts on the different matters will be built. The participants were chosen for their extensive knowledge in their scientific field and for complementary knowledge and experiences in fields which are necessary to achieve Latvia's goals. The concentration on one subject, improvement of the logistic system of Riga's harbour, gives the possibility of combining the different scientific research fields in to a whole project, with every participant bringing an interesting contribution. So, for example the Dutch participants will provide an intensive exchange of experience and knowledge between the participants from Latvia and experts form Rotterdam, Netherlands. The situation in Latvia is very similar to the situation in the Netherlands: both are low industrialised countries with a good position for transport and trade business. Both are countries near the sea with great importance of harbours. Several meetings will ensure an efficient exchange and co-operation. Aim of all project-partners is to publish a book summarising all gained experiences and knowledge to make sure a platform is created that allows to deliver the benefits and results of the scientific research work being done in this project. Because of the participation of enterprises in this project it is guaranteed that the results will have practical importance and advantages. The start of the project will be a conception phase, followed by a detailed analysis of the status quo in practical application and an explanation of the participant know-how on the scientific research field. Besides the situation in Riga has to be analysed. The scientific research work carried out by the partners has to be co-ordinated because the fields are complementary.
