Objectif The DLT project's objectives are threefold: to determine the most effective and efficient means of providing education and training by Distance Learning methodologies to senior management in telecommunications enterprises, to assess the optimal role of Distance Learning in HRD programmes at regional and national level; to examine specific methodologies used in distance learning courses and provide guidance on how they should be modified.The training methods for the course work have been developed in courses already developed by the project co-ordinator. The project has been designed to test whether the methodology of distance learning and the use of various telecommunications systems is suitable for Human Resource Development programmes in Eastern European administrations and privatised organisations. In particular, the Partners will examine the differences between countries, between organisations and between telecommunications systems, while evaluating the media which provides the best cost-efficiency for the participating organisations. The distance learning courses will be delivered through multiple media for stored data and interactive sessions. The courseware or curriculum materials will be delivered to each participating country on video tape, software, readings, manuals and assignments, while study groups, faculty, staff and experts will interact via data networks with e-mail, file transfer and computer conferencing and via live conferences calls. This delivery system will make optimal use of the various technologies currently available to the Partners. Depending on the quality of telecommunications lines in each country, the option of video-conferencing is under investigation and may be used in later courses as an alternative communications tool. The diversity among the partners allows us to study how the programme works in different settings and how it can best be extended to other target audiences and countries, whith each partner taking responsibility for one aspect of the research project: into academic institutions and private local companies (Hungary), into other states through the regional HRD programme (Bulgaria),into other divisions within the Ministry (Albania), into other sectors and industry (Romania).
