Developing Learning Organization Models in SME CLUSTERS

Objetivo

The research intends to offer a methodological contribution and operative instrument in favour of E&T and employment policies.

Although European SMEs account for 71% of European employment they are unable to formulate detailed training strategies which can guarantee qualification adjustements and increased competition. Hence the need to focus the research on small-firms network (clusters) which represent best suited targets for the analysis of employment and learning dynamics.

The main points of this research project are:

1) Identify and analyse the present function of SME in the framework of learning. How do SMEs organise their training, identify their training needs. How is the acquired know-how redistributed, what is the cost-effectiveness of the process.

2) Identify operative models of competence development and tranfer within and between SMEs.

3) Provide working indicators (manuals) capable to support training policies in favour of SMEs. These will be supplied at the EU level and Member States level. They should help to:

a) activate the link between E&T centres;
b) motivate the inter-organizational cooperation for the definition of better training practices;
c) provide analysis of trends for supply and demand of skill needed at the level of labour market;
d) determine range of services to support improvement of skill adjustement and employment rate in the clusters.
