BARRIERS FOR THE IMPLEMENTATION OF ENERGY COST ALLOCATION: A FAIR AND USER FRIENDLY METHODOLOGY

Objective

First part: the situation of energy cost allocation is analysed for 2 Member States: the Netherlands and Belgium. The existing situation (application area, legislation, technical situation, involved actors) are described. The barriers concerning the efficient application are defined in a systematic way. Special attention is paid to problems on user level.
Second part: the results of the first phase are used to carry out surveys on user problems in the other Member States. The collected data are summarized in a 'energy cost allocation file' for Member States. These files can be useful for the Member States as a start basis to work out a policy for energy cost allocation.
Final result: the main barriers for energy cost allocation in the European Union are summarized; key elements concerning legislation, standardization, information,... to obtain an efficient application are defined.

The barriers are defined for different phases of energy cost allocation: initiative, prefeasability research, installation and use and maintenance of the system.
The existing situation for Belgium and the corresponding barriers are based on three different information sources: a 'user' questionnaire (300 filled in), an 'owner' questionnaire (15 filled in), meetings with cost allocation companies and with the authorities. For the Netherlands similar information sources are used.
The existing situation in the different Member States is summarized and the most important barriers for the energy cost allocation process are defined.
To gather the necessary data questionnaires are adressed to several experts, representatives of the government, of the industry, of the occupants, of the owners in the Member States.
A more profound information exchange and data checking is made by meetings with representatives of about 5 of the contacted Member States.
