Analysis of impediments to the rational use of energy in the public sector and implementation of third party financing strategies to improve energy efficiency

Objective

- Analysis of energy management within communities
- Evaluation of realization of energy audits for public buildings
- Identification of impediments to the realization of measures proposed within the audits
- Development of strategies to overcome those barriers with special respect to third party financing concepts

There is a large energy saving potential assumed in the public sector. Within their 'energy program 2000', Energie-Versorgung Schwaben AG (EVS) offered free energy audits to the supplied communities. 240 out of 442 communities accepted the offer and chose one public building to get a detailed analysis of:
- building (insulation, windows),
- heating and ventilation,
- lighting system and
- electricity consumption, power demand, supply contracts.

To find out whether the results of the audits have led into realization, questionnaires have been sent to 50 communities. 20 communities have been chosen for personal interviews with the decision-makers.

By these means, impediments to the realization of energy- and cost-efficient measures proposed within the audits have been identified.

In a second step, concepts for third party financing have been developed for five communities. Two case studies are expected to be realized until the completion of the SAVE-project.
