DESCRIPTION: The research focuses on the evaluation of environmental and economic effects of transport policies. It aims at supporting the analysis, evaluation and negotiation of policy goals and outcomes at different spatial levels. In particular, the project develops the analysis of vertical conflicts (e.g. conflicts between supranational and national levels, or between national and regional levels) and horizontal ones (region 1, region 2,...). The project focuses on the following aspects: The spatial representation of environmental and economic objectives, data and expected policy outcomes in a transparent and unified framework. The measurement of (expected) policy achievement and the measurement of conflicts between policy units at the horizontal and vertical levels. The feedback process which aims at supplying information to formulate alternative policy options which reduce conflicts. The role of uncertainty and data gaps in the policy evaluation process. The methodologies utilised in the project (methods for policy assessment and conflict analysis, methods for sensitivity analysis, methods for identifying policy feedbacks, etc.) are tested on selected case studies of transport policies in the Netherlands, UK, Italy and Portugal and the TransEuropean Networks.
