Joint environmental policy making: new interactive approaches in the EU and selected member states.

Objectif

To provide an overview and evaluation of the variety of new 'joint environmental policy formulation and implementation' initiatives in different political-institutional settings with reference to the EU and selected member states; to investigate the consequences of these emerging new interactive approaches on the relationship between the EU and the member states in environmental policy-making.

OBJECTIVES:
To provide an overview and evaluation of the variety of new 'joint environmental policy formulation and implementation' initiatives in different political-institutional settings with reference to the EU and selected member states; to investigate the consequences of these emerging new interactive approaches on the relationship between the EU and the member states in environmental policy-making.

DESCRIPTION:
'Joint environmental policy-making' initiatives (e.g. voluntary agreements) have as a common denominator cooperative, participative and interactive ways of environmental policy formation and implementation aiming at consensus building on goals, strategies and implementation time paths.
The following research tasks are focused on:
i) the examination of the political-institutional conditions that affect the (successful) application of 'joint environmental policy-making' strategies at the member states level;
ii) the description, analysis and comparison of current developments regarding 'joint environmental policy-making' in selected member states and at the EU level;
iii) the evaluation of the advantages and disadvantages of 'joint environmental policy-making' initiatives compared to more traditional ways of environmental policy-making;
iv) the evaluation of the consequences of new 'joint environmental policy' strategies at the member state level for EU environmental policy formation and implementation;
v) the analysis of the institutional and political conditions for the application of similar 'joint environmental policy-making' strategies at the EU level;
vi) an assessment of future developments in this direction in the member states and the EU, and the delineation of policy recommendations aiming at public and private actors at the member state and EU level.
Those tasks are conducted through the development of an interpretative theoretical framework, country studies and a comparative analysis of 'joint environmental policy-making' in three member states (the Netherlands, Denmark and Austria) and at the EU level and through detailed case studies of three selected environmental issues at both national and EU level.
