DESCRIPTION: The ability to transfer morbidity valuations from one region to another is tested using: (i) in-depth (focus group) surveys to assess individuals' context-neutral valuation of morbidity; (ii) contingent valuation (CV) surveys, to value morbidity in a context specific setting (e.g. health problems associated with air and water pollution) in Portugal, Spain, the Netherlands and Norway; (iii) the legitimacy of the transfer of morbidity values are inferred from a comparison of the results from the in-depth studies and the CV surveys. Other key issues relevant to the benefits transfer issue are also analyzed. These relate to the age and income profiles of affected populations across Europe. This is supplemented with an assessment of distributional issues by an examination of the physical incidence of selected pollutants across Europe. The transfer of mortality valuations are examined through a (meta)statistical analysis of various European estimates for the value of a statistical life. A consistent data-base of the estimates of the cost of illness in various European countries is also compiled. It is intended to develop a set of basic valuation numbers for use in project and policy appraisal. The results may have important implications for the evaluation of health-related benefits of environmental improvements in the EU and the findings should provide an assessment of the scope for the transfer of health related values and a data-base of "best values" suitable for use in policy assessment.
